The United Nations was founded on the fundamental premises that there should be a world government of some sort that promotes world peace, economic and social development, and all kinds of economic cooperation. However, the ideal has not become the real.
Slowly, the United Nations became a tool in constraining the power of bully nations and chess piece for hegemonies to show dominance over other countries. The UN is capable of forming resolutions in the General Assembly, which only serve as "suggestions" for countries to look at.
When real deals come in, such as Bangladesh in the 1970s, Rwanda and Bosnia in the 1990s, Darfur a decade later, and recently, Syria, the UN was powerless to intervene in genocide and crimes against humanity.
Historically, the UN is the balance of major powers, major powers from 1945. New powers like Brazil and Japan are rising, yet they're still not getting major influences in the UN like those World War II victors from 60 something years ago.
And to be honest, the UN really cannot accomplish anything with the veto power of China and Russia interfering every single time. With vetoes, the Security Council, the only UN body where resolutions are binding to countries, will not be able to reach it's purposes. For example, Russia's interference continuously protected the Assad regime from being bombed by America's democracy.
During peaceful days, people believe that the United Nations is rather useless and unnecessary. However, when it comes to war times or international conflicts, people find the United Nations important. Slowly, the UN had became a place where world leaders can sit down and talk to each other instead of just rushing to war.
Currently, the UN may not be as effective as we have imagined, but as a intergovernmental organization that came this war, people definitely have hopes and expectations for it. People are hoping that the UN will put world peace in front of individual state interests, work for the people instead of governments, seriously balance the world major powers, reform it, vary the veto powers, and put more emphasis on protecting human rights.
